THE BUSINESS OF INTERNATIONAL TRADE
The governments of Uruguay and Brazil have raised the need for more flexibility for members to negotiate independent bilateral trade agreements rather than just as a bloc. But Argentina, which currently holds the presidency of the bloc, is not interested and is insistent that it is better to negotiate together as a united Mercosur, as marked by the Treaty of Asunción, the founding document of Mercosur. More leeway is controversial even in Brazil, and Paraguay supports Argentina in wanting to negotiate all deals through the bloc.
